Vitoria-Gasteiz is the capital of the Basque country, not touristy and with a lively old town. Plus efforts to be green, including lots of bikes. The Plaza de la Virgen Blanco has a monument to Wellington's victory over Joseph Bonaparte (Napoleon's older brother) in the Battle of Vitoria in 1813.
